党的(de)(de)十八大(da)以(yi)来,以(yi)习近(jin)平同志为核心的(de)(de)党中(zhong)央(yang)高度重视思(si)想政(zheng)治工作(zuo),采取(qu)一系列重大(da)举措(cuo),推动(dong)思(si)想政(zheng)治工作(zuo)取(qu)得显著成效。中(zhong)共中(zhong)央(yang)、国务(wu)院《yabo官网新时(shi)代加强和(he)改进思(si)想政(zheng)治工作(zuo)的(de)(de)意(yi)见(jian)》(以(yi)下简称《意(yi)见(jian)》)将习近(jin)平总书(shu)记有关重要论(lun)述贯穿始终,为进一步加强和(he)改进新时(shi)代思(si)想政(zheng)治工作(zuo)提供了纲领性指导。教(jiao)育系统将深(shen)入贯彻落实《意(yi)见(jian)》部署要求(qiu),正(zheng)本清源、守正(zheng)创新,扎实推进学校思(si)想政(zheng)治工作(zuo)高质(zhi)量发(fa)展,努力培(pei)养德(de)智体美劳全面发(fa)展的(de)(de)社会(hui)主(zhu)义建设(she)者和(he)接班人。

一、深(shen)刻认识《意见》的重(zhong)要意义和(he)丰富(fu)内涵

《意(yi)见》围(wei)绕巩(gong)固马克思(si)主(zhu)义在意(yi)识形态领域(yu)的(de)(de)(de)指导地位(wei)、巩(gong)固全党(dang)(dang)全国人民团结(jie)(jie)奋(fen)斗的(de)(de)(de)共同思(si)想(xiang)基础(chu)(chu)这一根本任务(wu),在深入总结(jie)(jie)建党(dang)(dang)百年思(si)想(xiang)政(zheng)治(zhi)工(gong)作(zuo)重(zhong)要经(jing)验(yan)的(de)(de)(de)基础(chu)(chu)上(shang),准确把(ba)握新(xin)(xin)时代对思(si)想(xiang)政(zheng)治(zhi)工(gong)作(zuo)提出(chu)的(de)(de)(de)新(xin)(xin)课题(ti)、新(xin)(xin)使(shi)命、新(xin)(xin)任务(wu)和(he)新(xin)(xin)要求,以(yi)新(xin)(xin)思(si)路、新(xin)(xin)内容(rong)、新(xin)(xin)形式和(he)新(xin)(xin)载体谋划新(xin)(xin)时代思(si)想(xiang)政(zheng)治(zhi)工(gong)作(zuo),具有厚重(zhong)的(de)(de)(de)历史深度、扎实(shi)的(de)(de)(de)思(si)想(xiang)基础(chu)(chu)、鲜明的(de)(de)(de)时代特征(zheng)和(he)科学(xue)的(de)(de)(de)实(shi)践指导,我们要深刻体会(hui)《意(yi)见》的(de)(de)(de)重(zhong)大意(yi)义和(he)丰富内涵。

一是扎根百年经验提(ti)高认识。回顾建党(dang)(dang)百(bai)年历(li)程,我们党(dang)(dang)始终将思(si)(si)(si)想(xiang)(xiang)(xiang)(xiang)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)作(zuo)(zuo)(zuo)为生(sheng)命线(xian),牢牢坚(jian)(jian)(jian)持(chi)思(si)(si)(si)想(xiang)(xiang)(xiang)(xiang)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)党(dang)(dang)性(xing)原则,不断加(jia)强(qiang)(qiang)(qiang)党(dang)(dang)对(dui)(dui)思(si)(si)(si)想(xiang)(xiang)(xiang)(xiang)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)全(quan)(quan)(quan)面(mian)领导(dao),自(zi)觉深化(hua)对(dui)(dui)思(si)(si)(si)想(xiang)(xiang)(xiang)(xiang)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)规(gui)律(lv)(lv)性(xing)认识。毛泽(ze)东同(tong)志在(zai)《湖(hu)南农(nong)(nong)民运动(dong)(dong)考察报告》中(zhong)(zhong)就注(zhu)重(zhong)将农(nong)(nong)民运动(dong)(dong)与思(si)(si)(si)想(xiang)(xiang)(xiang)(xiang)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)结(jie)(jie)(jie)合,坚(jian)(jian)(jian)持(chi)把握(wo)运动(dong)(dong)中(zhong)(zhong)思(si)(si)(si)想(xiang)(xiang)(xiang)(xiang)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)正确(que)方(fang)向。在(zai)全(quan)(quan)(quan)面(mian)抗(kang)战(zhan)时(shi)期,毛泽(ze)东同(tong)志强(qiang)(qiang)(qiang)调指(zhi)出: “掌握(wo)思(si)(si)(si)想(xiang)(xiang)(xiang)(xiang)教育,是(shi)团(tuan)结(jie)(jie)(jie)全(quan)(quan)(quan)党(dang)(dang)进行(xing)伟(wei)大(da)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)斗(dou)争(zheng)的(de)(de)中(zhong)(zhong)心环节”。新(xin)中(zhong)(zhong)国(guo)(guo)成立(li)后,党(dang)(dang)中(zhong)(zhong)央号召“全(quan)(quan)(quan)党(dang)(dang)都要(yao)(yao)(yao)加(jia)强(qiang)(qiang)(qiang)思(si)(si)(si)想(xiang)(xiang)(xiang)(xiang)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)”。在(zai)改(gai)革开放新(xin)时(shi)期,党(dang)(dang)中(zhong)(zhong)央一再(zai)强(qiang)(qiang)(qiang)调“党(dang)(dang)的(de)(de)思(si)(si)(si)想(xiang)(xiang)(xiang)(xiang)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo),是(shi)经济工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)和(he)其他一切工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)生(sheng)命线(xian),是(shi)我们党(dang)(dang)和(he)社会主义国(guo)(guo)家(jia)的(de)(de)重(zhong)要(yao)(yao)(yao)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)优势(shi)”。邓小平(ping)(ping)同(tong)志指(zhi)出: “党(dang)(dang)委主要(yao)(yao)(yao)负责同(tong)志,要(yao)(yao)(yao)密切注(zhu)视和(he)深入研究思(si)(si)(si)想(xiang)(xiang)(xiang)(xiang)战(zhan)线(xian)的(de)(de)形势(shi)和(he)问题,采(cai)取切实有效的(de)(de)办法改(gai)进这条战(zhan)线(xian)的(de)(de)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)”。党(dang)(dang)的(de)(de)十(shi)八(ba)大(da)以来,习近平(ping)(ping)总书记多次强(qiang)(qiang)(qiang)调,“要(yao)(yao)(yao)加(jia)强(qiang)(qiang)(qiang)党(dang)(dang)的(de)(de)全(quan)(quan)(quan)面(mian)领导(dao),牢牢掌握(wo)思(si)(si)(si)想(xiang)(xiang)(xiang)(xiang)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)领导(dao)权和(he)主动(dong)(dong)权”“要(yao)(yao)(yao)遵循思(si)(si)(si)想(xiang)(xiang)(xiang)(xiang)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)规(gui)律(lv)(lv),不断提高工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)能力和(he)水平(ping)(ping)”。思(si)(si)(si)想(xiang)(xiang)(xiang)(xiang)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)是(shi)我们党(dang)(dang)百(bai)年辉煌的(de)(de)传家(jia)宝(bao),也是(shi)我们党(dang)(dang)千秋伟(wei)业的(de)(de)生(sheng)命线(xian),《意见》充分体现了对(dui)(dui)我们党(dang)(dang)思(si)(si)(si)想(xiang)(xiang)(xiang)(xiang)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)百(bai)年经验的(de)(de)规(gui)律(lv)(lv)性(xing)总结(jie)(jie)(jie),强(qiang)(qiang)(qiang)调新(xin)时(shi)代(dai)做好(hao)思(si)(si)(si)想(xiang)(xiang)(xiang)(xiang)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)必须(xu)坚(jian)(jian)(jian)持(chi)和(he)加(jia)强(qiang)(qiang)(qiang)党(dang)(dang)的(de)(de)全(quan)(quan)(quan)面(mian)领导(dao),坚(jian)(jian)(jian)持(chi)以人(ren)民为中(zhong)(zhong)心,坚(jian)(jian)(jian)持(chi)服务党(dang)(dang)和(he)国(guo)(guo)家(jia)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)大(da)局,坚(jian)(jian)(jian)持(chi)遵循思(si)(si)(si)想(xiang)(xiang)(xiang)(xiang)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)规(gui)律(lv)(lv),坚(jian)(jian)(jian)持(chi)守(shou)正创(chuang)新(xin),明确(que)提出要(yao)(yao)(yao)把思(si)(si)(si)想(xiang)(xiang)(xiang)(xiang)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)贯穿(chuan)党(dang)(dang)的(de)(de)建设始终,贯穿(chuan)国(guo)(guo)家(jia)治(zhi)(zhi)(zhi)理(li)始终。

二是(shi)聚(ju)焦重点任务系(xi)统部署。《意(yi)(yi)见(jian)》聚(ju)焦(jiao)思(si)(si)想(xiang)(xiang)政(zheng)治(zhi)教(jiao)(jiao)育(yu)(yu)核(he)心主(zhu)(zhu)(zhu)线和重(zhong)(zhong)点内容,在坚(jian)持用习近平新(xin)时代中国特色社会(hui)主(zhu)(zhu)(zhu)义思(si)(si)想(xiang)(xiang)武(wu)装全(quan)党、教(jiao)(jiao)育(yu)(yu)人民方(fang)面作(zuo)(zuo)出全(quan)面部(bu)署、系统强(qiang)化,在理(li)想(xiang)(xiang)信(xin)念教(jiao)(jiao)育(yu)(yu)、社会(hui)主(zhu)(zhu)(zhu)义核(he)心价值(zhi)观教(jiao)(jiao)育(yu)(yu)、“四史”和形(xing)势政(zheng)策教(jiao)(jiao)育(yu)(yu)、社会(hui)主(zhu)(zhu)(zhu)义法(fa)治(zhi)教(jiao)(jiao)育(yu)(yu)方(fang)面进一步明(ming)确了(le)重(zhong)(zhong)点任(ren)务和关键途(tu)径,在忧(you)患意(yi)(yi)识、斗(dou)争精神教(jiao)(jiao)育(yu)(yu)方(fang)面进一步加强(qiang)主(zhu)(zhu)(zhu)动(dong)谋划、总体(ti)要(yao)求。《意(yi)(yi)见(jian)》聚(ju)焦(jiao)企(qi)业、农村、机关、学校、社区、网络及各类(lei)群(qun)体(ti)等七大(da)(da)领域,突出分类(lei)指导、目标导向,锚定重(zhong)(zhong)点、精准(zhun)发(fa)力,为提升基层思(si)(si)想(xiang)(xiang)政(zheng)治(zhi)工(gong)作(zuo)(zuo)质量和水平提供了(le)规划图和任(ren)务书。《意(yi)(yi)见(jian)》围绕推动(dong)思(si)(si)想(xiang)(xiang)政(zheng)治(zhi)工(gong)作(zuo)(zuo)守正创新(xin),从巩固(gu)壮大(da)(da)主(zhu)(zhu)(zhu)流思(si)(si)想(xiang)(xiang)舆论、深化拓(tuo)展群(qun)众性(xing)主(zhu)(zhu)(zhu)题实践、更加注重(zhong)(zhong)以文(wen)化人以文(wen)育(yu)(yu)人、发(fa)挥先进典(dian)型(xing)示(shi)范引(yin)领、加强(qiang)人文(wen)关怀和心理(li)疏导等五个维度,有力推进理(li)念创新(xin)、手(shou)段创新(xin)、基层工(gong)作(zuo)(zuo)创新(xin),为增强(qiang)思(si)(si)想(xiang)(xiang)政(zheng)治(zhi)工(gong)作(zuo)(zuo)的针对性(xing)、亲和力提供了(le)科学指引(yin)。

三(san)是结合学校思政(zheng)深化(hua)引领(ling)。《意见(jian)》对(dui)学(xue)校(xiao)(xiao)(xiao)(xiao)思想(xiang)政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)进行了专门部署,强(qiang)调学(xue)校(xiao)(xiao)(xiao)(xiao)要统(tong)筹办学(xue)治(zhi)(zhi)校(xiao)(xiao)(xiao)(xiao)、教(jiao)(jiao)育(yu)教(jiao)(jiao)学(xue)、人才培养等育(yu)人资源(yuan)和力量,培养德智(zhi)体美劳全(quan)面发展的社会主义建设者(zhe)和接班人,并对(dui)发挥课堂(tang)教(jiao)(jiao)学(xue)主渠道作(zuo)(zuo)用、完(wan)善(shan)青少年理(li)(li)想(xiang)信(xin)念教(jiao)(jiao)育(yu)齐抓共(gong)管机制、加强(qiang)教(jiao)(jiao)师(shi)思政(zheng)(zheng)等工(gong)(gong)作(zuo)(zuo)提出明确(que)要求。《意见(jian)》还为做好学(xue)校(xiao)(xiao)(xiao)(xiao)思想(xiang)政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)提供(gong)了系统(tong)支撑(cheng),如,壮大主流(liu)思想(xiang)舆论和加强(qiang)网络思想(xiang)政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)将(jiang)为学(xue)校(xiao)(xiao)(xiao)(xiao)思想(xiang)政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)营(ying)造(zao)更(geng)加鲜亮、清朗(lang)的生(sheng)态空间,深(shen)化拓展群众性主题实(shi)践、以(yi)文化人以(yi)文育(yu)人将(jiang)为学(xue)校(xiao)(xiao)(xiao)(xiao)思想(xiang)政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)提供(gong)更(geng)多形式多样、内涵丰富的育(yu)人载体,发挥先进典型(xing)示范引领作(zuo)(zuo)用与加强(qiang)人文关(guan)怀(huai)和心(xin)理(li)(li)疏导(dao)将(jiang)为学(xue)校(xiao)(xiao)(xiao)(xiao)思想(xiang)政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)提供(gong)更(geng)强(qiang)的向上力量和有(you)力保障。

二(er)、切实抓好教育系统落(luo)实《意见》的(de)重点任务

《意见(jian)》对(dui)教育领域(yu)思(si)想(xiang)政治(zhi)工(gong)作(zuo)的任务(wu)、内容、方(fang)法作(zuo)出(chu)了明确(que)部(bu)署,我们要抓住重点任务(wu),高质量落实好《意见(jian)》相关要求,进一步(bu)开创学(xue)校思(si)想(xiang)政治(zhi)工(gong)作(zuo)新局面。

一是高扬主旋律,深化(hua)以习近平新时代(dai)中国(guo)特色(se)社(she)会主义(yi)思想铸魂育人。《意见》指出,习近平新时代中国特色社会主义思想是引领中国、影响世界的当代中国马克思主义、21世纪马克思主义,是新时代中国共产党的思想旗帜和精神旗帜。我们要把坚持以习近平新时代中国特色社会主义思想铸魂育人作为加强和改进学校思想政治工作的根本主线,以学思用贯通、知信行统一为目标,不断加强阐释解读和深化转化,增进广大师生对习近平新时代中国特色社会主义思想的政治认同、思想认同、理论认同、情感认同。当前,要把学习宣传贯彻习近平总书记七一重要(yao)讲(jiang)话精(jing)神作(zuo)为首(shou)要(yao)任务,组织开展高校思(si)政课教师(shi)和哲学(xue)(xue)(xue)社(she)会(hui)(hui)科(ke)学(xue)(xue)(xue)骨干教师(shi)联(lian)学(xue)(xue)(xue)联(lian)讲(jiang)联(lian)研活动,广泛开展宣讲(jiang)培训。同时,充分(fen)用好“网上重走(zou)长征路”等(deng)“四(si)史”学(xue)(xue)(xue)习教育成果(guo),结合马克思(si)主(zhu)义理论传播和发(fa)展历程(cheng),引(yin)导(dao)广大(da)(da)学(xue)(xue)(xue)生贯通源(yuan)与流、感悟难与进、把(ba)握(wo)治与成、融会(hui)(hui)根(gen)与脉,深入领(ling)(ling)会(hui)(hui)习近平总(zong)书(shu)记(ji)发(fa)出的伟(wei)(wei)大(da)(da)号召,深入领(ling)(ling)会(hui)(hui)实(shi)现中华民族伟(wei)(wei)大(da)(da)复兴这个(ge)主(zhu)题(ti),深入领(ling)(ling)会(hui)(hui)伟(wei)(wei)大(da)(da)建党精(jing)神的深刻内涵和时代价值(zhi),深入领(ling)(ling)会(hui)(hui)以史为鉴、开创未来的根(gen)本要(yao)求。要(yao)充分(fen)用好开学(xue)(xue)(xue)典(dian)礼(li)、毕(bi)业典(dian)礼(li)等(deng),加(jia)(jia)强(qiang)爱国(guo)主(zhu)义、集(ji)体主(zhu)义、社(she)会(hui)(hui)主(zhu)义教育,培育和弘扬(yang)社(she)会(hui)(hui)主(zhu)义核心价值(zhi)观,引(yin)导(dao)广大(da)(da)师(shi)生以实(shi)现中华民族伟(wei)(wei)大(da)(da)复兴为己任,增强(qiang)做中国(guo)人的志气(qi)、骨气(qi)、底气(qi),不(bu)负时代,不(bu)负韶华,不(bu)负党和人民的殷切期望,更(geng)加(jia)(jia)坚(jian)定(ding)听党话、跟(gen)党走(zou),更(geng)加(jia)(jia)坚(jian)定(ding)“四(si)个(ge)自信”。

三、着力强(qiang)化学校思想政治工作的组织保障

《意见》强(qiang)调要(yao)(yao)构建共同推进思想政治工作的大(da)格局,对完善领导体制(zhi)和工作机制(zhi)、加强(qiang)队(dui)伍建设等(deng)方面(mian)提出(chu)了明确要(yao)(yao)求,我们要(yao)(yao)对标对表文件部署安排,及时跟进、严(yan)格落(luo)实(shi),进一步履职担当、积极作为。

三要强化思政(zheng)工作队伍保(bao)障。配齐建强学校党务工(gong)作者、思想政治(zhi)(zhi)理论课教(jiao)师、心(xin)理健康教(jiao)育专职教(jiao)师等骨干(gan)队伍(wu),持续(xu)加大培(pei)养培(pei)训力(li)度,不断创新教(jiao)育教(jiao)学方法,切(qie)实(shi)增(zeng)强思想政治(zhi)(zhi)工(gong)作的时代感和吸(xi)引力(li)。狠抓(zhua)新时代师德(de)师风建设(she),将社会(hui)主(zhu)义(yi)核(he)心(xin)价(jia)值观贯穿师德(de)师风建设(she)全过程(cheng),完(wan)善教(jiao)师荣誉表彰(zhang)制度体系(xi),引导广大教(jiao)师以德(de)立(li)身、以德(de)立(li)学、以德(de)施教(jiao),做党和人(ren)(ren)民满(man)意的“四有”好老师,努(nu)力(li)成为(wei)学生为(wei)学、为(wei)事、为(wei)人(ren)(ren)示范的“大先生”。
